East Penn Township Constable
The Office of the Constable for East Penn Township operates independently of state and municipal governments. Constables perform their duties throughout the Commonwealth of Pennsylvania. Among the duties of constables are executing warrants and making arrests, serving notices, enforcing ordinances, transporting defendants, and maintaining the peace.


About the Constable
I am Steven Ramos, and my family and I have called East Penn Township home since 2016. I have served Pennsylvania in a variety of roles, including the United States Army, the Pennsylvania Air National Guard, as an election monitor, in campaign support for federal, state, and local candidates, and as a Trail Life troop leader.
Office and Service
In 2021, I was elected Constable for East Penn Township. I lead the Office of the Constable with integrity and professionalism, with a focus on community safety, crime prevention, and assistance to those in need.
Training and Professional Standards
Under Pennsylvania law, the only mandatory training for constables performing court-related duties is the Constable Basic Training Course. I have chosen to exceed this minimum requirement by setting a personal goal of completing 100 hours of training annually.
Since taking my oath in 2022, I have completed a total of 324 hours of law enforcement and public safety training, including 105 hours in 2025, reflecting my ongoing commitment to professional development and service excellence.
Field Experience
In addition to formal instruction, I have completed extensive in-the-field training alongside experienced constables, strengthening my practical knowledge, judgment, and readiness to serve as your elected Constable.
